We present a waveform using cyclic shifts of a sequence with ideal autocorrelation function to construct orthogonal basis functions, which are convolved with modulation symbols. It is shown that the waveform can equivalently be represented as DFT-s-OFDM with frequency domain filter. The modulation symbols could be predefined to shape the time-frequency ambiguity function suitable for radar applications. Moreover, the modulation symbols could carry data and it is shown that the waveform can obtain lower error rates than OFDM and DFT-s-OFDM on fading channels.
